Blue lips are lack of oxygen. There is a disease (can't think of the name) that causes blue lips also. Whatever the cause, it's not normal and needs to be checked out.

Definitley get it checked out.  And watch when doctors freak out -- they don't like it when you get blue lips.

Poor circulation and poor oxugen delivery will cause blue lips.

Circulation ( cardiac output) is related to heart rate and blood pressure and the state of the blood vessels ( some drugs can contrict blood vessels, cold weather will contrict blood vessels).

A lack of oxygen may relate to the lungs ( eg. chronic obstructive lung disease)  or the oxygen carrying capacity of the blood ( anaemia, polycythaemia).

It may be best to look at your tongue- if that is blue along with the lips then you have a problem ( central cyanosis) which unless you have acute onset of symptoms can be sorted out with a normal, non urgent medical appointment.
