A public funded hospital can not refuse care. Once there a social worker will be notified and then he can apply for Medicaid.

this is America

I thought in America most public hospitals have some kind of indigent program. I know they do in South Georgia. Until the health care system is fixed just about anyone gets treated and they worry about money later. I have never heard of such a thing in all my life.
Talk to someone in financial aid at the hospital. Call the local health department, or social services department. It seems like he should be able to get some kind of help, even if he has to pay it back over a matter of time. There should be a way that he can get the treatment that he needs. I've just never heard of such nonsense going on in the states.
Keep us informed. Please. Good luck to you, and I'll be praying for your friend.
